As a Senior Data Analyst in INDEX you will help build our specialist capability to extract insight from a wide variety of datasets. You will enhance our ability to innovate user-centred and data driven services that will be at the centre of INDEX. You will form part of a small team working to identify, extract, integrate, analyse and share novel sources of open data that can be used by a wide range of users. You will work closely with our developers to ensure that data products are interoperable with other services and applications.

As the data analysis function of INDEX you will provide innovative data solutions and tools that serve subject matter experts and analytical staff working on national security.

You will work with the Head of Data Science to help define and deliver the strategic vision for data acquisition and integration for INDEX for year one and beyond. You will also need to ensure that the data team delivers cutting-edge techniques, building data models that are interoperable with other digital services, and communicating with partners to demonstrate the value of using data.

This will be a demanding role that will combine your technical, leadership and creative skills to deliver change across the community.

This role sits under the Professional Head of Intelligence Assessment (PHIA) and you will work closely with PHIA as Senior Responsible Owner for the INDEX project.

If your application is successful, you will:

  • Deliver an ambitious data acquisition and integration programme that will address the data user needs and requirements throughout the INDEX service you are building.
  • Build a network of stakeholders and partnerships to ensure that the data service delivers appropriate information and data to the end user.
  • Work with the relevant Product Manager, Business Analyst and commercial partners to ensure a seamless end-to-end data and information service delivery.  
  • Represent and promote INDEX across government, and work with others in the community to identify opportunities to build the INDEX business model and service

Data science innovation. You are a thought leader on data. You can identify future areas of innovation and can show how it can be applied to your organisation. 

Developing data science capability. You can advocate the importance of continuous learning to the data science team. You know how to develop data science capability across the wider organisation and in industry. 

Domain expertise. You can communicate the business benefit of data science products, championing and governing these across the organisation. You can communicate relevant, compelling stories in the most appropriate medium. You know how to ensure that data governance and data ethics are embedded in organisational strategy. You can align data science priorities with wider organisational objectives - for example, budget 

Programming and build (data science). You know how to develop, code, test, correct and document simple programs or scripts under the direction of others as part of a multidisciplinary team. (Relevant skill level: working) 

Understanding analysis across the product life cycle (data science). You understand and can help teams apply a range of techniques to analyse data and provide insight. You are proactive and can present compelling findings that inform wider decisions. 

You will need to have experience of communicating and negotiating with seniors (Director and above) both domestically and internationally. In addition, you will be working closely with the users at working level and their managers, you will therefore need to be able to adapt to different audiences, and be persuasive to potential partners for INDEX.

Please note that this role requires SC clearance, which would normally require 5 years’ UK residency in the past 5 years. This is not an absolute requirement but supplementary checks may be required where individuals have not lived in the UK for the required period. This may mean that your security clearance (and therefore your appointment) will take longer or, in some cases, not be possible.

The Cabinet Office is seeking to fill the role of Senior Data Analyst within the newly-formed Information and Data Exchange (INDEX). INDEX is a new initiative, sponsored by the Joint Intelligence Organisation (JIO), but working across the national security community and beyond to build a cross-government service.

This is an exciting opportunity to join a small but ambitious team working to develop digital solutions for the better sharing of information (analysis, assessment, reporting) and data (structured and unstructured) across government.

A role in INDEX also offers a great opportunity to work at the centre of government; and to help improve our evidence and understanding of national security related questions. The team will work within the JIO, a small team led by a Permanent Secretary, which is relied on by No.10, ministers and senior officials to make sense of a complex and ever-changing global picture.

Terms, Conditions and Benefits

This is a Permanent / Loan / Secondment appointment for the period for two-year loan / secondment if you are a Civil / Crown Servant. If applying externally you will join permanently once you have passed an initial probation period.

This role is based within the Cabinet Office at Grade SEO - £40,600 to £43,889. Annual salary increases will depend upon individual performance and contribution to the organisation’s success. In addition there will be the opportunity to earn performance related bonuses. There is an expectation that successful applicants new to the Civil Service will join on the pay band minimum.

Existing civil servants can take up the post on loan from their parent department for the duration advertised. Those joining on level transfer will retain their current salary. Staff joining on promotion terms will receive up to a 10% increase of their current basic salary or the pay band minimum whichever is the greater. Staff joining on promotion will adopt the modernised terms and conditions of employment which came into force in 2013.

Leave allowances

25 days' paid leave per annum rising to 30 days after five years service. In addition, full-time staff receive eight public holidays and the Queen’s Birthday privilege day as well as competitive maternity, paternity, parental and adoption leave.

Probation

Staff new to the Civil Service will be required to serve a six month probationary period.
